How to read it

One vocabulary, two dimensions

An incident word such as disaster.fire.wildland describes what is happening. A response word such as response.escalate names a site posture a downstream consumer may enter.

Boundaries

Keep the layers separate

Sentinel normalizes observations, a consumer owns policy, and any actuation remains outside CEL. OIDF commissioning evidence is a sibling vocabulary, not part of this language.
